접속사 While이 두문장을 연결해주고 있죠?
이문장에서 전치사 as는 ~로써.~와같은 으로 해석되는듯 싶습니다!
it은 곧 the water crisis이고요.

are set to 동원에서는 p.p형태이며 to 동원 (to부정사)는 목적의 의미인 부사절로 쓰였어요^^
