Korea to keep car tax incentives despite little progress with labor

한국 노동시장에 거의 진전이 없음에도 자동차세 유지키로

 

The government will maintain tax incentives for the automotive market despite disappointing changes in carmakers` labor-management relations, officials said yesterday.

정부는 자동차제조사의 노사관계에서 변화가 거의 없음에도 불구하고 자동차 시장을 위하여 자동차세 장려금을 유지할 것이라 고 관계자가 어제 말했다.

According to the Ministry of Strategy and Finance, the government submitted to the National Assembly a report on the cut on acquisition and registration taxes for automobiles purchased to replace those registered before the end of 1999.

기획재정부에 따르면, 정부는 1999년 말 이전에 등록된 것들을 교체하기 위해 자동차를 구입하는 것에 대하여 등록세와 취득세를 면제키로한  보고서 의회에 제출했다.

The report said that while carmakers` labor-management relations remain unsatisfactory, the tax incentive should be maintained until the originally scheduled date.

이 보고서는 자동차 제조업체의 노사관계가 원만치 않아도, 최초에 계획된 날짜까지 세금 장려금이 유지되도록 할 것이라고 말했다.

The report said that although some improvements have been made in the auto industry`s labor-management relations, the strikes at Ssangyong Motor Co. and Kia Motors Corp. make it hard to view them as "up to the public`s expectations."
이 보고서는 일부 개선사항이 자동차산업의 노사관계에서 이루어졌음에도 불구하고, 쌍용자동차와 기아자동차가 일반의 기대에 미치듯이 그들에 대한 전망이 불투명하다고 말했다.

The report went on to say that while GM Daewoo Auto and Technology Co. has concluded this year`s wage negotiations without conflict, it is still too early to judge the matter as the negotiations are still underway at Hyundai Motor Co. and Kia.

반면에 GM대우자동차가 갈등이 없이 금년도 임금협상을 마무리지었고, 현대와 기아가 아직 물밑에서 협상에 대한 사항을 판단하기는 아직 이르다고 말한 것으로 전해졌다.

 

한국 노동분쟁 진척 없어도 자동차세 우대책 유지

 

정부는 자동차회사의 노사간의 관계가 실만스런 변화에도 불구하고 자동차 시장의 세우대책을 유지해 갈것이라고 당국자들이 어제 말했다.

 

경제기획부에 의하면, 정부는 1999년 말 이전에 등록된 차를 교체구입할경우 취득세와 등록세를 면제 해주는 보고서를 국회에 제출 했다.

 

보고서는 자동차 회사와 노조간의 관계가 좋지않을경우(불만족스럽게 남으면), 세 우대책은 원래 계획된 날자까지만(연장하지 않고) 유지하도록 할것이다.

 

보고서는 쌍용차 파업과 기아차가 자동차회사와 노조간에 관계개선이 좀 있다 해도,  "국민의 기대"에 이르르렀다고 보기는 어렵다 고 했다.

 

보고서는 GM대우 자동차 기술사가 분쟁없이 금년 임금협상을 마쳤어도, 현대와 기아차가 아직도 협상 중이어서 문제를 판단하기는 아직 이르다고 (계속해) 말했다.
